A Uyghur Mus-&lt;br /&gt;lim with dual Canadian-Chinese citizenship,&lt;br /&gt;he has been branded a terrorist in China,&lt;br /&gt;and has reportedly been convicted of politi-&lt;br /&gt;cal and religious separatism. His present&lt;br /&gt;whereabouts are unknown.&lt;br /&gt;Approximately eight million Uyghurs, a&lt;br /&gt;Turkic, mainly Muslim ethnic group, make&lt;br /&gt;up the majority of the population in the&lt;br /&gt;XUAR, where they endure serious violations&lt;br /&gt;of their civil, political, economic, social and&lt;br /&gt;cultural rights by the Chinese government.&lt;br /&gt;The XUAR, the western portion of which for-&lt;br /&gt;merly comprised the Republic of Eastern&lt;br /&gt;Turkistan, was occupied by Chinese Com-&lt;br /&gt;munist forces in 1949 and became an&lt;br /&gt;autonomous region of the People’s Repub-&lt;br /&gt;lic of China (PRC) in 1956. Radical religious&lt;br /&gt;separatists in the area, such as the East&lt;br /&gt;Turkestan Islamic Movement, allegedly&lt;br /&gt;have links with Al-Qaeda, a fact which the&lt;br /&gt;Chinese government uses to consolidate&lt;br /&gt;control over the region’s population.&lt;br /&gt;Celil (pronounced Je-lil) is an outspoken&lt;br /&gt;activist on behalf of Uyghur rights, which&lt;br /&gt;first led to his arrest in China in 1994. He&lt;br /&gt;escaped after a month in prison, purchasing&lt;br /&gt;false documents to enter Uzbekistan, where&lt;br /&gt;he found work as a fabric salesman. He met&lt;br /&gt;a local woman, Kamila Telendibaeva, in&lt;br /&gt;1998, and the two were married a year&lt;br /&gt;later. They moved to Turkey, where Celil was&lt;br /&gt;granted refugee status by the United&lt;br /&gt;Nations High Commission for Refugees&lt;br /&gt;under the Geneva Convention. In 2001 he&lt;br /&gt;moved with his wife to Canada after being&lt;br /&gt;granted political asylum there. The rest of&lt;br /&gt;Celil’s family, including three sons from a&lt;br /&gt;former marriage, remained in China.&lt;br /&gt;Over the next four years, Celil and his&lt;br /&gt;wife lived in Burlington, Ontario and had&lt;br /&gt;three children. Celil became the imam at a&lt;br /&gt;local mosque while studying accounting at&lt;br /&gt;Mohawk College; friends describe him as a&lt;br /&gt;highly respected and charismatic commu-&lt;br /&gt;nity leader. Kamila was pregnant again in&lt;br /&gt;March of this year when the whole family&lt;br /&gt;traveled to Uzbekistan to stay with her rela-&lt;br /&gt;tives. Celil’s other three sons joined them&lt;br /&gt;from China to discuss plans to bring them&lt;br /&gt;to Canada, which had stalled after they were&lt;br /&gt;denied papers by the embassy in Beijing.&lt;br /&gt;On March 27, 2006, Celil was detained&lt;br /&gt;in Tashkent, the Uzbek capital. Concerns&lt;br /&gt;immediately arose among family and&lt;br /&gt;friends that he was being held so that he&lt;br /&gt;could be extradited to China, where he had&lt;br /&gt;been sentenced to death in absentia for his&lt;br /&gt;alleged subversive activities in China and&lt;br /&gt;following his escape, including founding a&lt;br /&gt;separatist political party. Amnesty Interna-&lt;br /&gt;tional has monitored a growing number of&lt;br /&gt;overseas Uyghurs, including refugees and&lt;br /&gt;asylum seekers, forcibly returned by neigh-&lt;br /&gt;boring Central Asian countries to China&lt;br /&gt;where they have subsequently been sub-&lt;br /&gt;jected to human rights violations.&lt;br /&gt;Celil had become a naturalized Cana-&lt;br /&gt;dian citizen a few months before his deten-&lt;br /&gt;tion, and his case was raised several times&lt;br /&gt;in Canadian parliament and discussed in&lt;br /&gt;the Canadian press. Many have expressed&lt;br /&gt;concern about the implications for treat-&lt;br /&gt;ment of all Canadian citizens in China, par-&lt;br /&gt;ticularly in light of the approaching 2008&lt;br /&gt;Beijing Olympic games, if the government is&lt;br /&gt;not more active in pressing for Celil’s&lt;br /&gt;release. Canada has no embassy in&lt;br /&gt;Tashkent, only an honorary consulate&lt;br /&gt;staffed by an Uzbek national.&lt;br /&gt;International pressure has also been&lt;br /&gt;levied on the Uzbek government. In May, the&lt;br /&gt;Embassy of Uzbekistan in London&lt;br /&gt;responded to appeals from Amnesty Inter-&lt;br /&gt;national by releasing a statement saying&lt;br /&gt;that Celil was Guler Dilaver, and was wanted&lt;br /&gt;in Kyrgyzstan for terrorist activities, specifi-&lt;br /&gt;cally involvement in an assassination and&lt;br /&gt;attacks on visiting Xinjiang state officials in&lt;br /&gt;Kyrgyzstan in 2000. Celil’s lawyer Chris&lt;br /&gt;McLeod denied the allegations on the&lt;br /&gt;grounds that Celil was living in Turkey under&lt;br /&gt;United Nations High Commissioner for&lt;br /&gt;Refugees (UNHCR) administration at the&lt;br /&gt;time when the incidents occurred.&lt;br /&gt;The Canadian consulate in Tashkent&lt;br /&gt;confirmed in June that Celil had been extra-&lt;br /&gt;dited to China as feared, in violation of con-&lt;br /&gt;sular agreements between Canada and&lt;br /&gt;China, and apparently after his innocence&lt;br /&gt;in the Kyrgyzstan case had been estab-&lt;br /&gt;lished by the Uzbek authorities.&lt;br /&gt;The threat to Celil’s chances of a fair&lt;br /&gt;trial, and consequently his life, increased&lt;br /&gt;substantially on his removal to China due to&lt;br /&gt;his involvement in the trial of another&lt;br /&gt;Uyghur. Celil was named in the sentencing&lt;br /&gt;document of Ismail Semed, whose trial took&lt;br /&gt;place in China in October 2005 and who&lt;br /&gt;may have already have been executed for&lt;br /&gt;separatism. According to the Uyghur Human&lt;br /&gt;Rights Project, another of Semed’s alleged&lt;br /&gt;accomplices, Kurbin Yasim, was executed&lt;br /&gt;shortly after being sent back to China fol-&lt;br /&gt;lowing his detention by authorities in Kyr-&lt;br /&gt;gyzstan. The only evidence against these&lt;br /&gt;individuals was the testimony of witnesses&lt;br /&gt;who, following interrogation by Chinese&lt;br /&gt;police, were themselves executed in 1998.&lt;br /&gt;Canadian Foreign Affairs minister Peter&lt;br /&gt;McKay raised the case with Chinese author-&lt;br /&gt;ities in July, but Canadian officials have yet&lt;br /&gt;to be allowed consular access to Celil.&lt;br /&gt;In September, unconfirmed information&lt;br /&gt;was passed on to Celil’s sister Heyrigul by&lt;br /&gt;police authorities in Kashgar saying that&lt;br /&gt;Celil had been sentenced in early August to&lt;br /&gt;15 years in prison, and that he might be&lt;br /&gt;tried again. This was the first news of him in&lt;br /&gt;four months, and prompted speculation that&lt;br /&gt;he might be being held in Bajianghu Prison&lt;br /&gt;in Urumqi, a facility known for housing politi-&lt;br /&gt;cal prisoners. Heyrigul Celil, in China, con-&lt;br /&gt;tinues to seek confirmation of her brother’s&lt;br /&gt;exact location. Not only was he suffering from longing but also his children’s close relations to their father were getting lessen. This great frustration was his nightmares, which was appearing to be natural conclusion of their situation.&lt;br /&gt;Indeed, He was in hurry to get together yet He must have got together. However, how that he did not know? Everyday was another hardship for him. During the years without even a proper identification or protection, he was concealing himself with fear and alarm, which was not a case to get together with his children. He was dreaming final unite with his children but perhaps for another time…&lt;br /&gt;Eventually, after staying some time in Turkey he managed to come to Canada as a refugee immigrant in October 2001, with a hope in his heart that was never ending. His wish could come true this time. The wish a father, who is like Huseyincan Celil, could only feel for its intense, severe emotion.&lt;br /&gt;He was right to think that Canada would protect and help him in any way to respect his freedom and his family as well. Everything was going well truly Canada made contact to Beijing Embassy so quickly to bring his children. He was so happy that could never put in words. While his children were on their way, to Beijing to finish visa preparations He would not keep his emotions that His tears were noticeable this time from the joy and happiness of his wish finally was becoming alive.&lt;br /&gt;He was so relieved to know Canada was there to comfort him after asking Canadian officials about Chinese would be so hard to deal with. Indeed Canada did bring him and his family with no travel document and claiming to bring his children with no worry as well in same situation. Without doubt, He trusted them for their honesty and contribution.&lt;br /&gt;However, His children could not get their travel documents that made him worry of their present. Immediately the officials were there to help Huseyincan Celil to handle this issue over Chinese side. Day by day Celli’s confidence in Canadian negotiations over Chinese side to bring his children was diminishing. Thus, Chinese Regime was not like any others in the world. He was aware of this dilemma then anyone else.&lt;br /&gt;Further, with a broken hearth and disappointment He started to write to politicians, human rights organizations and anybody who might be a help about the matter. He had never got tired to let them know his situation and kept writing his issues.&lt;br /&gt;Any refugee from East Turkistan has the same crisis of Huseyincan Celil and any Uyghur descendant has no right to have own identification. Chinese Regime was there to make suffer them and use of their children present in their hand to trick and treat their parents in order to work for them and scare if not follow their orders. Additionally they would even call them where they immigrate and threaten them to over their children to be their secret agent (spy) and if they do not cooperate, they claim to torture and kill their family. &lt;br /&gt;In was a severe pain in our hearts not to have chance to go back our own fatherland that we could spare our lives for its present. Our relatives, brothers, mothers, fathers, and families, our beloved ones there with no help and connection. Similar to Celil’s situations our father and family members are passing away without to see us for the last time.&lt;br /&gt;For the second time he was having similar kind of happiness after he got his citizenship. Because, He was trusting in Canada that It is a great and strong country with its solid respect to human rights and freedom. He thought he was finally in safe and free.&lt;br /&gt;Since, He could not go to his own country he could give a visit his wife’s country to see and join to his relatives to ease his endless longing and pain in his heart.&lt;br /&gt;Nevertheless, a Uyghur, a man from East Turkistan with the one of the world’s greatest powers protection would not make difference for Chinese Regime, which is still humongous imperial (torturer and dictator) over the Middle Asian Countries even he is now from the country of freedom.&lt;br /&gt;I, one of the closest friends of Huseyincan Celil, was the one who first contacted to foreign affairs departments about his detention in Uzbekistan who share the same destiny like him with my eldest son in the Chinese prisons for more then two years. My sons’ charge was the same Celil’s children that are being a Uyghur and East Turkistan descendant. I too did not see my own children for ten years that we all did what Celil did recently that could not bring any solution into our situation. Communist Chinese have done this suffer and torment for years and there is no help from nowhere.
